Authority of India (FSSAI) has decided to extend the deadline for enforcement
of certain mandatory compliance norms for non-packaged sweets.

deadline?
FSSAI took this decision keeping in
consideration the fact that many hurdles are on way for business and it is
being hard for them to cope with this, amid no market, resulted because of
lockdown enforced due to COVID-19 pandemic. Keeping in mind the uneasiness that
has been created, FSSAI in an order made statements regarding the
extension for enforcement date in order to display Manufacturing Date and Best
Before Date for non-packaged sweets, stored in containers or trays for sale on
an outlet from June 1 till August 1.

FSSAI made decision to do this after
receiving several requests and such an industry like body Federation of Sweets
and Namkeens Manufacturers pleaded to the central government to look after this
problem and requested FSSAI for date extensions regarding enforcing of
new compliance norms
#When did FSSAI take decision to use labeling for non-packaged sweets as well?
FSSAI took this decision way back in
February in order to include non-packaged traditionally rich Indian sweets also
under ambit of labeling norms. They came onto this decision, when customers
issued complaints against them as customers believed they were sold either
expired or given stale sweet products.
#Is this compliance norms only issued for non-packaged
sweets?
No, for pre-packaged and packaged sweets, Best Before Date and
Manufacturing Date has been compulsory since 2011. As per FSS i.e.
packaging and labeling regulations. While in case of loose sweets, Best Before
Date are to be displayed on labeling of containers, keeping in line the nature
of ingredients that have been used for making sweets and locally brought in
practice conditions issued since August 1.
#Have FSSAI stated anything for license
renewals?
Yes, FSSAI has stated that it will be allowing extra time period
for license renewing and has also stated deadlines extension for annual returns
filling by Food Business Operators. Licenses that required renewals during
March 22 to May 32, 2020, have been permitted grace time to renew date till
June 30, and allowed penalty waiver. But deadlines for annual returns have been
deferred till July 31st.
Likewise, food safety authority has even taken other measures keeping in
view the pandemic, such as allowance of FBOs in logistics supply chains for
temporary operation of their businesses on basis of validated receipt issued by
FSSAI license or via registration applications. Also, it has extended
permission for importing Food for Special Medical Purposes till November 1 via
Mumbai and Delhi ports. The products being used for people suffering from IEM (Inborn
Error of Metabolism) conditions and also hypoallergenic conditions.
