Our
country's honorable finance minister, Nirmala Sitharaman, on Sunday declared
exemption of Covid vaccines, medicines, and oxygen concentrators from GST,
explaining that sort of exemption will result in making life-saving items
expensive for consumers as well as manufacturers are unable to counterbalance
the taxes remunerated on inputs.
Now
at present, domestic supplies and commercial imports of vaccines enticed a 5% Goods and Service (GST), whereas COVID drugs and oxygen concentrators
tempted 12% tax.
Congress's
current working president Sonia Gandhi had pressured the government that all
life-giving drugs, equipment, and instruments needed to cure Covid-19 patients
should be spared from GST.
West
Bengal Chief Minister Mamata Banerjee has also raised a related appeal.
"If complete relief from GST is provided, vaccine manufacturers would be
unable to counterbalance their input taxes and would move them to the end
customer /citizen by shooting up the price," Sitharaman said in a couple
of tweets.
"A
5% GST rate confirms that the manufacturer is able to employ ITC and, in
case of inundation of ITC, claim a refund. Hence complete relief to the vaccine
from GST would be ineffective without the well-being of the consumer."
The
above tweets, 16 of them in total, replied to Banerjee's letter to India's
Prime minister Narendra Modi.
We
Indians are going through a destructive plight of corona cases, with additional
4 lakh new daily corona cases increasing across the country. More than 2.42 lakh
citizens in India have died from the virus infection.
The
public health system is preparing under the pressure of increasing infections
and deaths along with that many parts of the country declaring a scarcity of
hospital beds, medical oxygen, medicines, and vaccines.
To
strengthen her point of view on the levy of GST on imported goods, Sitharaman
said the Centre and states proportionally divide collections made from levy of
Integrated GST(IGST)
An
additional 41 percent of the Central GST revenue is dedicated to Indian states.
Therefore, out of a cluster of Rs 100, as much as Rs 70.50 is the part of the
states.
Right
from the GST accumulated on vaccines, half of it is earned by the Centre and
the other half of it by the Indian states. Furthermore, 41 percent of the
Centre's collections do get dedicated to the states. Therefore, states end up
gathering almost 70 percent of the total revenue accumulated from vaccines.
"
Sitharaman remarked, “Truly, a small 5 percent GST is in the best initiative
for Indian manufacturers of vaccines and in the interest of Indian citizens.
Mamata
Banerjee, initially in the day, wrote to Modi looking for an exemption from GST
and customs duty for any donations of oxygen concentrators, cylinders, and
covid related drugs from organizations. Sitharaman, in her tweets, remarked
that these products are exempted from customs duty and health tax. Apart from
them, Integrated GST (IGST) is additionally exempted on all COVID relief tools
imported by the Indian Red Cross for the noble purpose of free distribution in
the country.
One
more thing, IGST exemption has been provided for goods imported free of cost
for free allocation in the country. By any government body, state government,
the agency on the criteria of a certificate provided by a state government.
To increase the accessibility of these
products, the government has also given complete relief from basic customs duty
and health tax to their commercial imports," Sitharaman remarked.
In
one of the replies to the finance minister's tweets, TMC MP Mahua Moitra
requested all vaccines to be included in the list of items that are exempted
from the levy of IGST.
To
Sitharaman's point of complete exemption from customs duties, adding IGST,
being accessible to all Covid relief substance imported by Indian red cross for
free issuance in our country, India. we need to think about the reason behind
the incapability of Indian citizens, and hospitals buy domestic goods without
GST."
Moitra
declared duties had been renounced on REMDESIVIR injections. But Indians still
pay Central- GST, AND STATE - GST on life-giving medicines. "These should
be waived off as well."
To
India's Finance Minister Nirmala Sitharaman's statement of states getting more
than two-third of taxes gathered, Moitra said the Centre has an awful track
record of providing states their part of the money.
She
even said that vaccines and other products must be included under a zero
percent levy to permit producers to balance taxes. " Therefore, if we are
capable enough to govern70.50%, why not Centre comes forward to govern 29.50%
of the weight? She questioned FM.
Applied
from 3rd May, our Indian government exempted IGST on the import of Covid relief
substances obtained as a donation for free issuance across the country. A step
which assisted quick up customs clearance of imports.
This
indemnity would be subjugated to primary authorities, appointed and authorized
by state bodies, relief bodies, etc.
